Important Notice from the DES Payroll Section
"To provide a more efficient and effective service to
teachers and schools and to standardise the modus of operation on all the
payrolls we are re-organising the operation of Primary Teachers Payroll Section
from the 24th May. From that date the section will be organised by school roll
number rather than county.
To ensure that all teachers are aware of the position the text
under is being inserted in the payslip that they will receive on the 9th June.
To facilitate the introduction of the change, Primary Teachers
Payroll Section will not be taking phone calls on Wednesday next 19th May.
The volume of calls being received is still impacting with the
ability of the division to deal with the accurate and timely payment of teachers
and non teaching staff. To ensure that staff in payroll division have adequate
time to check critical payroll reports and monitor the payrolls it is necessary
to restrict telephone access on Tuesday and Wednesday mornings. In future the
payroll division will only be taking telephone queries on Tuesdays and
Wednesdays after 2.30pm."

Details of Draft Public Service Deal
The draft deal concluded between Public Service unions and Government
representatives early this morning consists of (a) an overall Framework dealing
with pay policy, pension provision and public service transformation, and (b)
specific proposals in relation to each sector.
The CEC is meeting today (Wednesday afternoon, March 31st) to consider the
outcome of the talks. In the meantime we are posting the Framework document and
an outline of the Education Sector Reform proposals. Further details will be
posted as they are received.

Considering Retiring this December?
In the course of his budget speech last December, the Minister for Finance,
Brian Lenihan TD, announced that public servants, including teachers who retired
in the course of 2010, would have their pension and lumpsums calculated on the
2009 salary scales (i.e. salary levels prior to the pay cut).
This is welcome news to those teachers retiring in 2010. It has also prompted
many of our colleagues to consider bringing forward their retirement to 2010 in
order to avail of the higher 2009 scales for calculation purposes.
The Minister’s budget day announcement was subsequently given legislative effect
with the passing of the Financial Emergency Measures in the Public Interest (No
2) Act 2009 which states that the pay cuts will not be applied to the pension
and lumpsum calculations of:
“A person who was a public servant on 1 January 2010, but ceases to be a public
servant on or before
(i) 31 December 2010, or
(ii) A later date specified by the Minister by order….”.
(Section 3)
The legislation gives certainty to public servants in relation to Government
policy up to 31 December 2010. However, it also gives the Minister discretion to
extend the period of time where the 2009 salary scales will apply in the
calculation of pension and lumpsums.
It is not known if or when the Minister will make such an order.
Accordingly, those members contemplating bringing their retirement forward to
2010 but who would prefer to continue in service in 2011 (if the more favourable
salary scales applied) are advised not to give notice of their retirement to
their Board at this juncture.
We may have greater clarity as to whether the Minister will issue an extension
order in the coming months and we will be better able to advise members of their
options.

Important Notice re Payment for Primary Teachers
The INTO has been informed that, owing to the Work to Rule in the Primary
Payroll Section of DES, payslips will not issue to teachers for a number of
weeks. However, payment will be
made as usual.
The PSEU has asked that INTO members would not ring the DES regarding their
payslips.

Spring Trade Union Training Events
Would You Like to Become Involved in the INTO?
Here is Your Chance! Would you like the opportunity to learn more about your
conditions of employment, about education legislation and about how the INTO
works? INTO Trade Union Training has decided to offer two courses for
members who wish to find out more about the education system and the Trade
Union, but who may not hold any elected office in the Organisation. Courses are
open to all members who are not invited to training events organised by INTO
Head Office. Places will be filled on a first come, first served basis.
Please note: As these seminars
begin at 6.30pm on the Thursday evening, it is important that participants are
within travelling distance to the venue from the end of the school day.
Dates are as follows:

House Hotel, Adare, Co Limerick

18th March (beginning at 6.30pm) &19th March, INTO
Learning Centre, Dublin
Substitute cover will be provided for both Friday 26th February and Friday 19th
March. The cost of meals and accommodation will be covered by INTO. The aims of
the course are to increase participation in INTO by providing members with
information, to increase awareness among teachers of their conditions of
employment, legislation and other education issues, and to provide information
on the INTO.

Educating for the Digital Society
This week David Puttnam addressed a breakfast meeting of the IIEA's Digital
Future Group on the topic of Education in the Digital Society.
Among the issues covered in his address are the critical importance of education
and teachers to human development, the shameful physical infrastructure of many
primary schools and the need for government to invest properly in education.

Teacher Supply Panel Scheme
The INTO has called on the Education Minister to reverse plans to abolish panels
of supply teachers around the country.
The primary teachers’ union described the decision in Budget 2010 to discontinue
the Teacher Supply Panel scheme as “educationally short-sighted and economically
unsound”. Approximately 60 teaching posts will be lost in schools throughout the
country next September if the cut goes ahead despite the promise in the revised
programme for government not to change the pupil teacher ratio.
